Technical handover-acceptance

In general, MKIF Hungarian Concession Infrastructure Development Plc. requests the delivery of the documents listed below for the technical handover-acceptance and taking possession:

Implementation plans

The working copy must include a manual correction in red of any deviation from the original plans.

We request 2 hard copies of the final implementation plans for all disciplines for our Company and 1 copy in digital format (editable and non-editable).

Qualification documentation

Please provide 1 hard copy and 1 digital copy (scanned after signature) of the complete documentation of the qualification.

Operation and maintenance instructions

Please provide 2 hard copies and 1 digital copy of the Operations and Maintenance Manual, which is prepared in accordance with the approved table of contents previously agreed with our Company. Please also note that an Operation and Maintenance Instruction (“OMI” or “ÜKU”) shall be prepared in accordance with e-UT 07.01.11 (section 2.2.11) for bridges with a clear span of more than 50 m and a length of more than 300 m, with the content of e-UT 08.01.25:2019 Technical Specification for Roads.

Manager demarcation plan

Please provide 2 hard copies and 2 digital copies (editable and non-editable-signed) of the manager demarcation plan approved by all managers concerned.

Vegetation aftercare schedule

The vegetation aftercare schedule for the contracted aftercare period shall be annexed to the technical handover-acceptance report.

The mandatory documents listed in the Technical Handover Procedure section of the applicable Technical Specification for Roads (currently e-Road 03.07.47:2021) must be handed over to MKIF Infrastructure Operation Plc. in an organised manner, with a table of contents.

These are the following:

  • performance certification for the installed product as a complete system (column, plinth, wall element, anchoring and lifting elements, sealants),
  • a manufacturer’s certificate for the installed system proving that the product covered by the declaration of performance has been manufactured,
  • a contractor’s declaration, proving that the system installed is what is stated in the manufacturer’s declaration of performance, certificate,
  • qualification certificates for all phases of construction, from the plot designation records onwards,
  • implementation plan, with the results of the verification geodetic survey,
  • the results of on-site acoustic testing (sound diffraction, reflection coefficient, sound attenuation),
  • the contractor’s declaration of guarantee and warranty,
  • electrical safety documentation for parallel and crossing high voltage lines
  • instructions for maintenance, operation and servicing (e.g. for replacing or moving wall elements).

Measurement reports:

Please provide 2 paper copies and 1 digital copy of the inspection and measurement reports.

  • Provision of cross and longitudinal duct camera inspection in digital format.
  • The results of the RST measurements carried out on the track pavement before handover, in digital format.
  • Please provide geodetic survey reports for all rigid overpasses (bridges, portals…) and utility crossings, including the gaps under the bridge on both sides of the bridge (for which a report and a drawing must be made), as well as the elevation pins on the bridge and the base point installed next to the bridge.

Minutes of training sessions:

Please provide copies of the official minutes of the compulsory training sessions, signed by all parties, in 2 hard copies and digitally.

Documents to be provided for infrastructure

According to the Road Technical Specification on the Registration and Technical Supervision of Road Bridges e-UT 08.01.25:2019, the bridge builder is obliged to provide the maintenance company with documents in an orderly form.

According to paragraph 7 of Chapter 2.2.10 Implementation Plan of the Road Technical Specification for the Design of Road Bridges (RTS) 1, e-UT 07.01.11, the contractor is obliged to submit the implementation plan to the central design repository.

Please provide our Company with the documents listed below in an orderly manner and according to the table of contents:

a) at least two photos of the bridge;

note: – the view from the bridge deck and the typical side view should be based on the   same principles for all bridges, preferably from the direction of the sectioning (per deck)

b) a site plan of the area around the bridge;

c) building permit;

d) the decision approving the construction plan;

e) authorisation to modify the construction plan;

(f) a construction inspection datasheet of the tests carried out during construction;

note: – from the qualification, please provide a summary table of the tests of the contractor and the control laboratory

g) a technical handover-acceptance report;

h) test load report;

i) permit to put into use;

j) implementation plans;

note: please provide also digitally

k) mechanical calculation;

note: if included in the plan, it is not necessary to provide it separately

l) maintenance and inspection instructions;

note: pursuant to Road Technical Specification e-UT 07.01.11

m) construction documents:

1)    construction log;

2)    receipts, certification documents;

3)    test results, expert opinions;

4)    measurement results;

5)    the tensioning and grouting reports for post-tensioned structures

6)    a list of the expiry dates of the warranty periods, listing the suppliers, contractors and agents;

note: please attach an address list of subcontractors for the activity and a list of the expiry dates of the guarantee (warranty and guarantee period) in tabular form;

7)    the area calculation of coated surfaces;

8)    information on the type of corrosion protection, the coating system, its repair;

9)    documents relating to major contracts;

note: we request the technical information only

10)  photos of the bridge and its construction (if available)

11)  a description of any road signs used on the bridge;

note: if the construction documents listed in points 1) to 5) are included in the qualification dossier, they do not need to be provided separately.
