Based on Section 64(4) of Government Decree 419/2021 (VII. 15.) on the content, preparation and adoption of settlement plans and certain specific legal measures for settlement planning, and Section 37(5) of Government Decree 314/2012 (XI. 8.) on the settlement development concept, integrated settlement development strategy and settlement planning instruments and certain specific legal measures for settlement planning.

According to the above legislation, MKIF Hungarian Infrastructure Development Plc. is not a body entitled to give an opinion, therefore it gives its opinion indirectly in the consultation procedures – following a request from the Government Office of Budapest, acting in its capacity as the road authority – in the case of amendments to urban planning instruments concerning express roads or road border crossing points.
